You are asked to jump through hoops, more and more hoops. Eventually comes a point where you may not be capable because of the level of difficulty. Or there may be a point where you may not be willing anymore. Government keeps pilling up laws after laws, there may be a breaking point. Eventually some may no longer be capable, or simply no longer willing. Guess what happens then? They break the law!
